Contents The need of managing more effectively the increasingly scarce resources for health care, combined with the continuous increase in health needs, and therefore of the funding necessary to satisfy them, has developed an ever greater interest in Health Economics at the international level. In particular, in Italy the crisis in public finance has made clear the need to contain the growth rate of health spending. Health economics is now universally considered a fundamental tool to support health protection policies and to support local government business strategies.

Educational objectives The aim of the course is to provide students with a basic knowledge of health economics which includes, in particular, an in-depth study of the economic evaluation techniques of health services. As part of the course, seminars and practical exercises will be organized on specific topics. At the end of the course the participants will be able to:

- describe the main characteristics of the functioning of healthcare markets with particular reference to the Italian one;
- use the fundamental principles of cost analysis in relation to benefits, usefulness and effectiveness;
- analyze and develop strategies for the rationalization of health spending.

CASE A) FOR STUDENTS NOT ATTENDING LECTURES:
Ref. Text Levaggi R., Capri S. Health Economics, Franco Angeli, Milan, reprint 2013.
Chapters: 1-2-3-4-5 (up to par. 5.2.2 included) -7 (up to par. 7.2 included) -9-10. The exam is written.
The exam lasts two hours with three open questions. Of which: one on the first part (introduction, chap. 1-3, chap. 5 and 7 of the textbook), one on the economic evaluation (chap. 4) one on the rest of the program (chap. 8-9-10)
Each question is evaluated in thirtieths, the final grade is the arithmetic average of the grades taken in the single questions.


CASE B) FOR STUDENTS ATTENDING
Health Economics Course A.A. 2018-2019

Requirements: at least 70% frequency, unless documented cases of impossibility to reach 70% threshold for lower percentages)

Exam methods

The exam consists of two parts:

- PART 1: theoretical written test to be carried out at your choice during the exam sessions scheduled but WITHIN JULY 2019



The topics that are part of the exemption test will be indicated in detail by the teacher in class.

To deepen the preparation The reference chapters of the text Levaggi and Capri (2012) are: 1,2,3, 9 and paragraph 10.2.1 and following.

The task:

These are 2 open questions to be chosen from 4. The questions relate to the topics covered in class (they are the title of a single lesson typically) and concern only the lessons held up to the lecture break.

Time: 2 hours

The evaluation:
Each question is evaluated in thirtieths, the final grade is the arithmetic average of the grades taken in the single questions. The use of graphs and formulas where provided for raises the assessment. Time: 2 hours It is sufficient to base the preparation on the slides and the online materials related to the lessons as a reference for the preparation.

The use of graphs and formulas where provided for raises the assessment.
 

- PART 2: Written and oral group work

It involves group work (max. 4 participants per group). The theme will be agreed with the teacher and can be a case study of economic evaluation applied to health or the analysis of a health system on the side of financing and organization of services, to be selected on the basis of the materials made available online by WHO (World Health Organization), OECD and will be made available by the teacher during the course. It is possible to check examples of previous cases in the online teaching material on the course page. The presentation will take place in powerpoint and will be unique for the participants on a date to be defined and agreed together with the learners, however within the first half of June.

The cases to be studied will be prepared by the group in a powerpoint presentation to be sent to the teacher at least 3 days before the final exam which will consist of the oral presentation (approx. 10 minutes - max 15 minutes for each group) of the presentation on a date to be agreed at lesson Final evaluation = mark obtained in thirtieths in the first part + score (from 0 to 4 points) obtained in the second part with the analysis of the case study.
